City parks at a glance
The city’s park list names about a dozen parks plus a few recreation facilities, from small neighborhood playgrounds to the bluff-top lawn at Heisler Park. Three rules apply almost everywhere. City parks close from 10 p.m. to 5 a.m. Use is first come, first served, because the city does not reserve or rent parks or barbecue facilities. Dogs stay on a leash unless you are in a designated dog area.
For the open land behind town, see the hiking guide. This page covers the city’s own parks.
Parks above the ocean
Heisler Park
The city lists Heisler Park at 375 Cliff Drive, with picnic tables, five barbecues and restrooms. The Coastal Commission describes a bluff-top park with views, paths to the beach and metered parking. The Heisler Park page covers the shoreline below it.
Crescent Bay Point Park
At the end of Crescent Bay Drive, this park sits on a bluff and gives panoramic ocean views, according to the city. The Coastal Commission calls it an overlook with no beach access and on-street parking. It is open 5 a.m. to midnight, longer than other city parks.
Treasure Island Park
The Coastal Commission lists a landscaped park above the beach with ramps down to the sand, restrooms, a picnic area and a parking structure on Wesley Drive that charges a fee. See the Treasure Island beach page for parking and tide pool rules.
Main Beach Park
The park is at Broadway and Coast Highway, beside Main Beach. The city lists two half basketball courts, four sand volleyball courts, a playground and restrooms. A boardwalk runs the length of the beach.

The city lists this park at Balboa and Capistrano avenues with two lit tennis courts, a fitness circuit, barbecues, a playground, a soccer field and a hiking trailhead. It also gives access to a paved fire road between the Arch Beach Heights and Top of the World neighborhoods. Dogs must stay on a leash except in the new fenced dog play area.

Looking for views at day’s end? The sunset spots page lists the parks that face the water.
Using the parks
A few practical points apply across the list. Restrooms close at dusk, so plan an evening picnic around that. Barbecues are first come, first served and listed at Heisler Park, Bluebird Park, Moulton Meadows Park and South Laguna Village Green. The Coastal Commission lists Heisler Park and Treasure Island Park as stroller-friendly, and Moulton Meadows Park has a paved walking path with workout equipment, according to the city. If you want a longer walk than any city park offers, the hiking guide covers the wilderness trails.
