What it’s like

Rockpile Beach sits at the south end of Heisler Park and runs about 700 feet. The city calls it somewhat isolated. Rock covers most of the ocean floor, sea urchins cover most of the rocks, and the rocks often sit just below the surface. At high tide little dry sand remains.

The city lists surfing and tide pools as the popular activities. Rockpile is a surfing area, and the city names it as one of four beaches where surfing is allowed, along with Agate Street, Brooks Street and Thalia Street. Swimming and body boarding are not permitted. Getting in and out of the water is hard, and the city advises leaving the water to surfers who know the reefs and currents.

Restrooms differ by source. The city’s amenity list shows restrooms and outdoor showers at Rockpile, while the Coastal Commission lists none at the access point. The Commission does list restrooms at Heisler Park above.

Getting there and parking

Stairs and a path lead down from Cliff Drive, opposite Jasmine Street. The Coastal Commission lists the parking here as on-street and metered. Pay at a meter or pay station with a card, coins or bills, or use the Laguna Beach Parking App. The city’s parking page lists enforcement from 8 a.m. to 9 p.m., but its lot list gives 8 a.m. to 7 p.m. for the off-season through June 2027, so check the meter. The city adds that three-hour meters cover some parts of town while others have limited neighborhood parking.

The free Coastal Route trolley starts at the North Laguna/Heisler Park stop and runs along Coast Highway through downtown. Read the parking guide for permits and lots, and getting around for trolley hours.

City beaches open at 5 a.m. and close at 1 a.m.

Tide pools and reserve rules

The Coastal Commission lists tide pools at Rockpile. The city calls Rockpile a good spot for tide pools at lower tides and singles out the winter months. At the lowest tides you can get closer to Bird Rock. The rock is a bird sanctuary and off limits to people. Consult a tide chart before you go, and wear waterproof shoes on the sharp rock.

Four city rules cover the pools. Remove nothing, touch nothing, tread with care and leave the rocks as they lie.

Rockpile counts as part of the marine protected area on the city’s list. The state’s reserve page names Heisler Park among the reserve’s beaches, and the reserve stretches from Abalone Point to Goff Island. Taking or possessing any living, geological or cultural marine resource is unlawful there, as is injuring or damaging one, and fishing is not allowed. The city’s page for the beach repeats both rules.

Good to know

Dogs on a leash can visit. From June 15 to September 10 the beach is open to them before 9 a.m. and after 6 p.m., and outside that window at any hour.

Alcohol, smoking and fires are banned on city beaches. The city’s general advice is to swim with a partner and near a lifeguard, and it notes that some beaches have no lifeguard at times.

Picnic Beach lies about 0.2 mile to the northwest in a straight line. Main Beach is about 0.3 mile to the southeast, and its north end is rocky near Bird Rock. Heisler Park and Cliff Drive sit in North Laguna.
