What it’s like

Emerald Bay sits at the north end of the Laguna Beach coast but outside the city limits. It is unincorporated Orange County land with a Laguna Beach address. The city lies on both sides of it along the coast, with Irvine Cove, a separate gated community inside the city, just to the northwest. The gated entrance opens off Coast Highway at Shamrock Road, according to a 2009 county filing. Read about Irvine Cove on the Irvine Cove page.

The community has a private beach, a clubhouse and tennis courts. Land access to the beach is for residents and their guests. See the Emerald Bay beach page for the beach’s access rules.

realatrends.com lists single-family homes only. It describes custom-built houses, many with ocean views, in styles that run from Mediterranean estates to modern coastal designs.

South of Emerald Bay, a 2021 Orange County Business Journal article places Smithcliffs, a gated neighborhood of about 20 homes. Read about it on the Smithcliffs page. Crystal Cove State Park, a 2,791-acre park off Coast Highway between Corona del Mar and Laguna Beach with 3.2 miles of beach, according to California State Parks, lies a short way up the coast past Irvine Cove. Crescent Bay is a public beach about 0.8 mile by road from the Emerald Bay entrance.

Getting around

By road from the entrance on Shamrock Road at Coast Highway, Crescent Bay is about 0.8 mile away, Heisler Park about 1.3 miles and Main Beach about 1.7 miles. Irvine Spectrum is about 11.2 miles away by road and John Wayne Airport about 11.9 miles.

The city’s weekday Coastal Route trolley starts at the North Laguna/Heisler Park stop, and summer runs on its own schedule. Emerald Bay lies outside the city, so check the city’s stop map for your address. The getting around guide covers the rest of the city’s options.

The city sells a School District parking permit to residents of the Laguna Beach Unified School District who live outside city limits, in areas such as Emerald Bay. The permit covers city lots 1 through 9 and 22 and city meters for the posted time, and a residence can hold up to two. The parking guide has the city’s other permits.

The district runs the public schools. El Morro Elementary is at 8681 North Coast Highway and Laguna Beach High School is at 625 Park Avenue. The district publishes a boundary map for checking an address; see the schools guide.

Things to know before you buy or rent

Orange County, not the city, handles coastal development permits here. A 2025 county notice for a rebuild in Emerald Bay lists Orange County as the lead agency, cites the Emerald Bay Local Coastal Program and gives the region as unincorporated. That program requires the county to refer discretionary applications to the Emerald Bay Community Association for review and comment. A 2023 county staff report notes that the program does not require the association’s approval, but the association runs its own architectural review. Ask both what your plans need.

Homeowners pay association dues, and the realatrends.com guide to Emerald Bay shows the current range when MLS records exist. Ask for the association’s governing documents and budget before you make an offer.

The Laguna Beach County Water District supplies the community’s water. The city’s utility page covers only city limits, so ask the association and the county who provides electricity, sewer and trash service. Short-term rental rules in the city come from city ordinances. Ask the county and the association what governs rentals in Emerald Bay.

The city’s list of 22 evacuation management zones includes one named Emerald Bay, zone LAB12, with its own map. The city recommends that you download, print and learn your routes.
