Beach wheelchairs
The California Coastal Commission keeps a list of beach wheelchairs along the coast. For Laguna Beach it shows:
- Main Beach: one manual chair and one motorized chair, checked out at Lifeguard Headquarters.
- Aliso Beach: one manual chair, checked out at the Aliso Main Tower.
Both are first come, first served, from 7:30 a.m. to 5:30 p.m. daily, and the list gives Marine Safety’s number, (949) 497-0310. The Commission advises calling ahead for availability and says you may be asked to leave a form of identification while you borrow a chair. Call Marine Safety before you plan around a chair.
Beaches with ramps, paths and accessible stairs
These notes come from the Coastal Commission’s access points for Laguna Beach and the city’s beach pages. The Commission marks each access point as having disabled access or not.
- Main Beach. The Commission lists disabled access. The city lists ADA-accessible stairs as an amenity, a boardwalk along the length of the beach, and restrooms and showers at both ends. See Main Beach.
- Treasure Island. The Commission lists disabled access at both the beach and the park, and describes the park’s ramps to the beach and a paid parking structure on Wesley Drive. See Treasure Island.
- Aliso Beach Park. The Commission lists disabled access and a path to the sand.
- Heisler Park and Picnic Beach. The Commission lists disabled access at Heisler Park, a blufftop park with paths to the beach and metered parking, and describes a ramp to Picnic Beach through the park. See Heisler Park and Picnic Beach.
- Crescent Bay. The Commission describes a ramp to the cove from Cliff Drive but does not mark the access point as having disabled access. See Crescent Bay. The nearby Crescent Bay Point Park is marked accessible, with a blufftop overlook and no beach access.
Most other access points are stairs. The Commission lists stairs to Shaw’s Cove, Fisherman’s Cove and Divers Cove, at most street ends in Central Laguna, and a long stairway at Thousand Steps Beach.
The city recommends Main Beach, Treasure Island Beach, Crescent Bay Beach and Aliso Creek Beach for public restrooms and outdoor showers. Ask Marine Safety about access to those facilities. The city also reminds visitors that not every beach has a lifeguard at all times; ocean safety covers that.
Trolleys and Laguna Local
The city says the Laguna Beach Trolley provides service throughout the city and that all trolleys are wheelchair-accessible. The off-season routes run from September 8, 2026 to June 25, 2027: the free Coastal Route on Coast Highway every 20 to 30 minutes, and a weekend Canyon Route from Lot 16.
Laguna Local, the city’s free on-demand service, keeps a wheelchair accessible vehicle available at all times, according to the city. It has no fixed schedule, so the city does not guarantee pick-up times, and it gives an average wait of 15 to 30 minutes after a request. Book with the Laguna Beach Transit app, the TripShot website or transit dispatch at (949) 497-0766. Routes and hours are in getting around.
The city’s senior transportation page also describes OCTA ACCESS, a service for people unable to board or exit a fixed-route bus or reach a stop because of physical or environmental barriers. Eligibility is based on functional ability, and OCTA runs a certification process under ADA guidelines. The city lists OCTA’s ACCESS office at (949) 560-5956.
Accessible parking
The city says a vehicle with a valid disabled parking placard or plate may park in any on-street metered space, or any space in a city-operated lot, without paying. You must still obey signs and curb markings, and the stay is limited to 72 hours. Enforcement runs from 8 a.m. to 9 p.m. Lots, meters and permits are in the parking guide.
