| Land area, 2020 Census | 8.89 sq mi | 18.36 sq mi |
| Shoreline, in each city’s own words | 7.5 miles of coastline | Five miles of coastline in the Coastal Zone |

| Public school district | Laguna Beach USD | Capistrano USD |
| Short-term rentals | Not in R-1, R-2, R-3 | Permit and license, mixed-use and multi-family zones |
| Tax on short-term stays, as each city lists it | 14 percent in all | 10 percent TOT |
| Road miles to John Wayne Airport (OSRM) | 13.5 miles | 26.2 miles |
| Road miles to Los Angeles City Hall (OSRM) | 50.3 miles | 61.9 miles |
Both cities are in Orange County. Road miles come from the OSRM engine on OpenStreetMap data, measured from each City Hall, and are not official figures. Both land figures are Census measures; the City of Laguna Beach’s About page states 8.84 square miles.
How the two cities measure up on size
San Clemente has twice the land and nearly three times the residents of Laguna Beach. The Census counts 18.36 square miles of land there and 8.89 here. Working from those two files, San Clemente has about 3,400 residents per square mile of land and Laguna Beach about 2,500. That ratio is a calculation, not a figure either city publishes.
Coast, beaches and marine protection
San Clemente’s planning page says its Coastal Zone includes five miles of coastline, more than 20 acres of public beaches and 15 public beach access ways. The city’s Beaches page names 11 places, from North Beach and the Pier to Riviera and Calafia state beaches. A 2.3-mile Beach Trail links North Beach to Calafia. On the Laguna Beach side, the city’s lifeguards cover seven and a half miles of coastline by their own count; see the beaches section for each cove and stairway. The two mileages are each city’s own measure, not a ranking.
For protected water, the California Department of Fish and Wildlife lists seven marine protected areas in Orange County, from Bolsa Bay in the north to Dana Point in the south. Two carry the Laguna Beach name: a state marine reserve of 6.72 square miles and a no-take conservation area of 3.09. None is named for San Clemente.
Schools and the tax bill
The general plan of San Clemente puts the city in the Capistrano Unified School District, which also covers all or part of Dana Point, San Juan Capistrano, Laguna Niguel, Aliso Viejo, Mission Viejo and Rancho Santa Margarita. The district’s list includes San Clemente High. Laguna Beach Unified has two elementary schools, one middle school and one high school, covered in the schools guide. This site lists names and places only.
Property tax runs through the county in both cities, so the same offices set and bill it. Proposition 13 bases the tax on 1 percent of the purchase price, and the county says special assessments in the taxing district can lift the bill above that. Each parcel’s total depends on which agencies serve it. The county’s bill lookup at taxbill.octreasurer.gov works by parcel number.
Short-term rental rules
San Clemente asks for a zoning permit ($140 one time) and an operating license ($105 a year) for stays of 29 days or fewer. It allows them in certain mixed-use and multi-family zones, as long as short-term units stay under 20 percent of housing units. A separate permit covers multi-family parcels where an owner or manager lives on site. The city collects a 10 percent Transient Occupancy Tax.
Laguna Beach bars the use in its residential districts and collects 14 percent in taxes and assessments from the operators it does permit. The details are in the short-term rentals guide.
Climate, from one station
NOAA lists no 1991–2020 normals station in San Clemente. The nearest with temperature normals is the Laguna Beach station, 11.8 miles in a straight line from the Census point for San Clemente, so this guide shows one set of numbers for both: a January average low of 44.2 F, an August average high of 81.2 F and 12.68 inches of precipitation a year. A separate weather comparison needs a station in each city.
Trolleys and government
San Clemente’s trolley page lists a free summer season from May 22 to September 27 with three lines every day, and the Red Line on Friday through Sunday the rest of the year. Stops come every 15 to 25 minutes. Laguna Beach’s free trolleys run along Coast Highway, and its Laguna Local service offers free on-demand rides; the getting around guide has the details.
Both councils have five members and four-year terms. Laguna Beach votes for all five citywide. San Clemente’s own council page describes four districts set up effective November 2024 and a mayor elected citywide for two years from 2026, yet the same page still says members are elected at large, so ask the City Clerk which seat map applies.
Local traditions
San Clemente’s annual Independence Day fireworks launch from the pier (9 p.m. on July 4, 2026, for 20 minutes), and the San Clemente Ocean Festival was held at the pier on July 18 and 19, 2026. Laguna Beach’s Sawdust Winter Fantasy runs five three-day weekends from November 20 to December 20, 2026.
How to choose
Think through these on your own:
- How many times a week will you drive, and does the extra distance from John Wayne Airport or Los Angeles to San Clemente matter to that routine?
- Which beaches would you use most, and how would you get down to them?
- Which district boundary covers the address, and who confirms it?
- Would you rent the property for stays under 30 days, and would the zoning allow it?
- Which seat map and mayor selection do you prefer in a council?
- Which months will you actually spend here?
