What it’s like

Portafina climbs the hills inland of Victoria Beach. Realatrends.com’s listings show addresses on Bolsana Drive, Nyes Place, Balboa Avenue, Barracuda Way and Davis Way. USGS elevation data puts a point on Bolsana Drive at about 730 feet above sea level and a point on Nyes Place at about 470 feet. Victoria Beach lies about 0.55 mile from Bolsana Drive in a straight line, and Treasure Island Beach about 0.8 mile.

The MLS records for the neighborhood list single-family homes and vacant lots. Realatrends.com groups Portafina with Top of the World, Arch Beach Heights and Mystic Hills among the neighborhoods in the Laguna Beach hills. For another hillside neighborhood nearby, see Arch Beach Heights.

The shore lies downhill. The Coastal Commission lists stairs to Victoria Beach from Victoria Drive near Sunset Terrace and from Dumond Drive, with limited on-street parking. Treasure Island Beach has a fee parking structure on Wesley Drive and restrooms. The Victoria Beach page and the Treasure Island beach page cover access. Moulton Meadows Park lies about 0.3 mile from Bolsana Drive.

Getting around

Laguna Local, the city’s free on-demand shared ride, lists stops on Nyes Place and Balboa Avenue: Nyes at Ashton, two Nyes stops, Balboa at Nyes, Balboa at Kendal, Balboa at Capistrano, Moulton Meadows Park at Balboa and Cortez, and Balboa at Barracuda. You book by app, online or through transit dispatch. Down on Coast Highway, the free Coastal Route trolley runs between North Laguna and Heisler Park, downtown and South Laguna, every 20 to 30 minutes on the off-season schedule. That schedule covers September 8, 2026 to June 25, 2027.

Main Beach, in the Village, lies about 2.1 miles north in a straight line. The getting around guide has the routes and hours, and the parking guide covers permits.

Things to know before you buy or rent

The city’s list of 22 evacuation zones includes one named Balboa Nyes, after two streets that several Portafina addresses use. Each zone has its own map. The city recommends that you print the map for your zone and learn the routes. Check the zone maps on the city’s evacuation page to confirm the zone for your address.

About 87% of the city’s land and about 65% of its buildable property sit in a Very High Fire Hazard Severity Zone, according to the Laguna Beach Fire Department. The department’s map page looks up any address. A sale of a one-to-four-unit home in that zone that needs a Real Estate Transfer Disclosure Statement includes a defensible-space inspection by the department, and the department offers property owners a free wildfire consultation.

Vacant lots carry their own checks. The city’s GIS shows whether a parcel carries a building-site designation, which tells you whether the parcel has the potential to be developed. All new buildings go to design review at a public hearing, apart from accessory dwelling units and certain new primary dwelling units that follow an alternative approval path. The review looks at public and private views and at the Local Coastal Program’s hillside protection policies. Grading over 20 cubic yards outside the building footprint, retaining walls over 5 feet in exposed height and any improvement taller than 15 feet also go to a public hearing.

The water provider depends on location. The Laguna Beach County Water District supplies most of the city, and the South Coast Water District supplies South Laguna. Confirm which one serves an address.

Laguna Beach Unified School District operates the public schools in town. For school names and locations, see the schools guide. Realatrends.com’s Portafina guide lists the homes for sale now and the most recent sales.
