What the city does on July 4

On July 4, 2025, the City of Laguna Beach put on a fireworks show launched from Monument Point in Heisler Park. That day the city closed parts of Heisler Park, ran the trolleys on a changed schedule and had extra police, fire and marine safety officers on duty.

The city’s July 4 page now shows “Page Not Found”, and no notice for July 4, 2027 was posted as of October 2026. The details below come from the city’s most recent notice that could be read, from June 2025. Treat the times and closures as last year’s pattern, and check the city’s notice for the current year before you plan around them.

What the 2025 notice said

  • Show time: the fireworks began at 9 p.m. on July 4 from Monument Point.
  • All-day closure: areas of Heisler Park, including Monument Point, were closed all day.
  • Evening closure: at about 5 p.m. the stretch of Heisler Park from Myrtle Street to the Rockpile Beach stairs at Jasmine Street closed to the public so crews could prepare the show.
  • Traffic: the city warned of heavy traffic after the show, with most visitors leaving by Laguna Canyon Road and Coast Highway.
  • Alerts: the city asked people to text 92651 to 888-777 for Nixle traffic and emergency updates.

The notice does not name a viewing spot. The Heisler Park page describes the park itself.

Personal fireworks are banned

The city’s 2025 notice says all fireworks are illegal in Laguna Beach, including “Safe and Sane” types and sparklers that may be legal to buy in other cities. It said police, fire and marine safety officers would work extra on the holiday looking for violations. Any member of the police or fire department can seize fireworks, and anyone who has or sets off fireworks, including firecrackers, bottle rockets, mortars, Roman candles or anything that flies through the air, can be cited for a misdemeanor. The notice lists a fine of up to $1,000 and up to six months in jail.

To report illegal fireworks, the city’s non-emergency hotline is (949) 497-0701.

Other park and beach rules the city lists

The notice repeats the city’s park and beach rules for the holiday. It lists no alcohol on the beaches, no smoking in public places, no single-use plastics on beaches, trails or in parks, and no private drone use from Main Beach to Crescent Bay. It also lists size limits for canopies, umbrellas and tents (no more than six feet tall or six feet square, with no more than one side closed), no portable barbecues on city beaches or in parks, and the closing of OC Parks trails at sunset.

Dogs on beaches

July 4 falls in the city’s summer season, June 15 to September 10. The notice says no dogs are allowed on city beaches from 9 a.m. to 6 p.m. during that season. The city’s beach pages add that leashed dogs may use the beach before 9 a.m. and after 6 p.m., and that dogs are never allowed at Thousand Steps Beach. The dog-friendly places guide lists other options.

Trolleys and parking

On July 4, 2025, the city ran its trolleys on a modified schedule: the Coastal Route from 9 a.m. to 7 p.m., the Canyon Route from 8:30 a.m. to 7 p.m. and the Laguna Local on-demand service from 9 a.m. to 6 p.m. Normal service resumed July 5. The city’s trolley page links a Holiday Schedule for Transit Services, so check it for the current year’s hours. The getting around guide explains the routes, and the parking guide covers lots and permits.

The rest of the holiday week

The Festival of Arts lists its 2027 Festival Art Show and Pageant of the Masters as closed on July 4 and 5. The summer art festivals page compares the festival schedules, and the July guide covers weather, sunset times and the ocean.
